Moving House in Portugal: Your Address and Admin Checklist
Know what updates automatically, what needs a separate request and which confirmation you should keep before calling the move finished.
- A Citizen Card address change is not complete until confirmed; it communicates the change to AT, Social Security and SNS.
- Without a Citizen Card, an ordinary fiscal-address change has a 15-day deadline; a change of tax-residence status has 60 days.
- AIMA, vehicle records and private contracts need their own attention. Updating one portal is not a universal change of address.
- Health-centre transfer is recommended, not compulsory. A move does not automatically transfer children to another school.
Moving within Portugal means more than changing the address on a bill. Start with your identity-document route, then confirm the change and check the records and contracts that remain separate. This checklist is for a domestic move, not a full guide to becoming tax-resident or emigrating. It distinguishes legal deadlines from useful preparation and completion checks, so you can deal with the urgent records first without assuming one update reaches everyone.
What should I update first after moving?
| Your situation | First address task | What remains separate |
|---|---|---|
| Portuguese Citizen Card holder | Request the card-address change within 60 days of changing habitual residence; complete confirmation | DUA, contracts and any other records applicable to you |
| No Citizen Card; fiscal-residence status unchanged | Notify AT within 15 days using the applicable address route | Social Security, AIMA where applicable, Portuguese driving-licence record and contracts |
| No Citizen Card; resident/non-resident status changes | Notify AT within 60 days; use the correct status-change route | Immigration and other records; assess tax residence separately |
| Brazilian Citizen Card holder under Porto Seguro | Use an IRN counter, with proof of the new address; confirmation is also in person | Do not assume the ordinary online card route applies |
For the exact AT channel, documents and confirmation step, use the fiscal-address guide. The tax authority gives the 15/60-day distinction specifically for people without a Citizen Card. Do not apply a generic 60-day moving-house rule to every foreign resident. If you need online identity access first, see CMD activation and login troubleshooting.
A request is not the same as a confirmed address
For a Citizen Card change, the letter sent to the new home provides the confirmation step. Complete it within the deadline printed in that letter. If the letter does not arrive, contact IRN rather than assuming a submitted request has updated every record. Government guidance gives 210 990 111 and cartaodecidadao@irn.mj.pt for card-related questions. Check the official service before contacting it, and never include secret card PINs or CMD codes in an email.
Once the card change is complete, it is communicated to AT, Social Security and SNS. Keep the confirmation and check the destination records before an important application or delivery. That is a completion check, not a promise that all systems display the change instantly. The separate service for changing an address in multiple public/private entities is not a substitute: it does not change the Citizen Card, AT, Social Security or SNS address.
Without a Citizen Card: check AT, Social Security and AIMA separately
If AIMA asks for accommodation evidence after your move, use the AIMA accommodation-document checklist for your housing arrangement. An address-change request and a residence-permit evidence request are not the same task.
EU registration is a distinct council procedure. See the CRUE guide for the difference between the first municipal certificate and AIMA's permanent-residence application. Ask the responsible authority how to correct the document you actually hold.
Use AT's address procedure for your situation. Separately check the address recorded with Social Security if you have a NISS. The official Social Security service allows registered Portuguese and foreign people to update personal data, while cardholders must change their address through the Citizen Card service. Our Segurança Social Direta guide helps with access; changing a record does not create a new NISS or settle contribution debts.
AIMA's March 2026 FAQ distinguishes two contact-form routes. For the renewal route, select Portal de Renovações and Comunicar/retificar Morada. If you already hold a residence title and have no process in progress, select Alteração de dados and Comunicar/retificar morada – Sem emissão de novo cartão. Supply the details and evidence requested for your case. These instructions concern the address record; they do not promise that a new residence card is issued.
AIMA recommends checking the new address in the renewal area before proceeding with renewal payment, and checking the Portuguese address held by Social Security. Keep the contact-form reference and verify the result. If the live form no longer matches the FAQ, ask AIMA which route applies instead of selecting an unrelated process. Do not treat a bank address update or a tenancy agreement alone as proof that immigration records have changed.
Do I need to change my driving licence or DUA?
A move and a sale are different changes. If the car's owner changed, follow the vehicle ownership-transfer guide for registration and its deadline; do not use an address update as a substitute.
A Portuguese driving-licence holder with a Citizen Card does not need a separate IMT address notification after changing the card address. Without that card, the government moving guide directs Portuguese licence holders to notify IMT through its online service or a counter. This is about the record's address, not licence exchange or renewal. Check your document situation rather than replacing a valid licence just because its address is not printed on it.
The vehicle document is different. The official DUA service states a 60-day deadline after the Citizen Card address change, and the moving guide also covers vehicle owners without a card. A separate vehicle-registration request is needed. Justice lists Automóvel Online, counter and postal channels; the online instructions require a Citizen Card and reader. Keep the request, payment receipt and delivery details, and check the current fee and authentication requirements before choosing a channel.
Utilities and internet: change the supply arrangements, not just the billing address
Ask each water, electricity, gas and internet supplier what must happen at the old and new premises. Write down the end/start dates, who holds each contract, any installation appointment and how the final bill will reach you. As a practical handover record, keep dated meter readings and the supplier's confirmation. A changed contact address does not prove that a supply at the old home has ended or that service is active at the new one.
ERSE distinguishes changing electricity supplier from altering a contract: a supplier switch is free, but an existing loyalty period can still create an early-termination charge. Contract changes can amount to accepting a new contract with a new loyalty period. Ask for the proposed terms before agreeing. Do not apply supplier-switch rules to a new connection or assume that moving house cancels every energy or telecom contract without charge. Check the provider's written proposal and the applicable regulator guidance.
For the energy-specific documents and handover, see electricity and gas contracts: CPE/CUI, new holder and inspection checks. A supply contract and a network connection are different requests. For internet, see telecom cancellation: equivalence, notice and loyalty. Check the specific route before ending service or accepting a transfer.
Healthcare, school, bank and other everyday records
For a child changing school or arriving with foreign records, use the school enrolment, transfer and equivalence guide. It separates enrolment from recognition of completed study and explains what to do outside the annual window.
Changing the SNS address is not the same as transferring your health-centre registration. The official transfer service recommends a nearby centre after a move but says transfer is not compulsory. Ask about continuing existing care when arranging it; do not assume a move guarantees a family doctor. For initial registration rather than transfer, read the SNS newcomer guide. For available booking channels and checking an accepted appointment after the move, use the SNS appointment guide.
For children, decide whether a school transfer is actually needed and ask the receiving school about the current application route and availability. For banking, employment and insurance, notify each organisation through its own channel and ask what proof it accepts. Government moving guidance specifically reminds movers to contact their bank, employer and insurers. Also check postal forwarding, local water service, parking permits and pet records if they apply; none belongs on everyone's mandatory list.
A lean checklist you can complete and keep
A useful final check is to review the list by outcome, not by number of forms sent: official records correct, access still working, new services active and old contracts accounted for. Mark a request as pending if the result is still unconfirmed. Finkavo can help organise questions and documents, but the responsible authority or provider performs the update. This checklist does not grant a property-tax exemption or replace the specific rules for purchasing, immigration status or moving abroad.
Frequently asked questions
Who should I notify when I move house in Portugal?
Start with the Citizen Card route if you hold one; otherwise update AT and check Social Security separately. Check AIMA where applicable, vehicle records and your providers. A confirmed card change communicates to AT, Social Security and SNS, but it is not a universal update of private contracts.
Do I have 15 or 60 days to change my fiscal address?
AT specifies 15 days for ordinary address changes without a Citizen Card and 60 days when resident/non-resident status changes. The Citizen Card service gives up to 60 days after changing habitual residence. Use your document and status route; do not assume one deadline applies to everyone.
Is the Citizen Card address changed as soon as I request it?
No. Confirmation completes the change. Use the letter sent to the new address and the deadline stated in it. Contact IRN if it does not arrive. Porto Seguro cardholders must request and confirm the change in person.
Does changing my address at Finanças update AIMA too?
Do not assume that. AIMA's March 2026 FAQ gives its own contact-form routes for renewal cases and residence-title holders without a process in progress. It also asks foreign residents to keep AIMA, AT and Social Security records current separately.

Do I need a separate DUA address change?
Yes. Vehicle registration is a separate request. Justice gives 60 days after the Citizen Card address change; the government moving guide also covers owners without a card. Check the applicable channel and fee, and retain the vehicle request reference.
Must I change health centre when I move?
No. The official service recommends transfer to a centre near the new home, but says it is not compulsory. Updating the SNS address and requesting a health-centre transfer are different tasks.

Can I cancel all utility contracts for free because I moved?
Do not assume so. Ask the provider for the terms applying to the premises and contract. ERSE says the electricity supplier-switch process is free, but an existing loyalty period may still create an early-termination charge. A supplier switch is not the same as changing house or requesting a new connection.
Answer checked on
Do I have to transfer my children to another school?
The government moving guide says a move does not make school transfer compulsory. If you choose a transfer, check the current route and receiving school's availability; changing the household address is not itself an accepted transfer.
