CRUE in Portugal: EU Residence Registration, Documents and Next Steps
First registration belongs to your local council. Permanent residence after five years is a different AIMA procedure; neither replaces your tax-address update.
- For a stay longer than three months, apply at the council for your residence area within 30 days after those first three months.
- Bring valid identity documentation and the declaration or family evidence applicable to your residence basis.
- A worker, student and person relying on sufficient resources do not have identical requirements.
- Since 1 July 2026, permanent-residence applications go through AIMA's Portal de Renovações, not the old contact-form option.
CRUE is the registration certificate that formalises residence in Portugal for eligible EU and equivalent nationals staying longer than three months. Request the first certificate from the Câmara Municipal for the area where you live, within 30 days after three months from entry. It is not a visa, a NIF or proof that your fiscal address has already changed. Start by choosing the right route, then check your council's current application arrangements before booking or paying an intermediary.
How to request your first CRUE: five steps
- Check your residence route
Confirm that the EU/equivalent-national registration route applies, how long you will stay, and whether your basis is work, resources, study or family.
- Contact your own council
Ask the Câmara Municipal for your actual residence area how to request a first Certificado de Registo, whether booking is needed, and how to submit the application.
- Prepare the correct declaration and documents
Use valid ID or a passport, the council's current form and the evidence applicable to your route. Check minors and family applications separately.
- Apply within the registration window
The deadline is 30 days after three months from entry. Confirm the applicable fee and keep the appointment, submission and payment references.
- Check the certificate and remaining records
Review the name, address and validity shown. Keep a secure copy, then deal separately with tax-address, healthcare and other records that need updating.
Who needs a CRUE, and when should I apply?
AIMA lists EU nationals and nationals of Iceland, Liechtenstein, Norway, Andorra and Switzerland for this registration service. The ordinary EU residence framework allows a stay of up to three months with valid ID or a passport; registration applies when the stay exceeds that period. Count from entry, not from a tenancy-signing date or the day a bank opened your account. A booking request is useful evidence of your attempt to arrange the task, but it is not the issued certificate.
Check nationality rather than assuming every European passport uses this route. A non-EU family member of an EU citizen has a separate residence-card procedure with AIMA under Article 15, not the same municipal CRUE application. A Portuguese national does not need to register as a foreign EU resident. If your situation involves another immigration framework, use the authority's page for that framework; do not select CRUE merely because it sounds quicker than a residence-permit appointment.
What documents do workers, students and family members need?
| Residence basis | Core requirement | What to clarify before applying |
|---|---|---|
| Employment or self-employment in Portugal | Valid ID/passport and declaration on honour of the professional activity | Use the current council form and give accurate activity details |
| Sufficient resources | Declaration of sufficient resources for you and your family; health insurance where the reciprocity condition applies | Do not substitute an invented universal bank-balance threshold |
| Study | Recognised education establishment, sufficient resources and health insurance where applicable | Prepare enrolment details and the permitted declaration/evidence |
| EU/equivalent-national family member | Valid ID/passport, relationship evidence and the principal citizen's registration certificate | Dependency and other family evidence depend on the relationship |
The worker route and resources/student routes are different. Article 7 and AIMA attach the insurance condition to the latter routes where the national's country requires it of Portuguese nationals. Do not turn that into 'all EU workers must buy private insurance'. Equally, having enough savings is not a reason to omit the declaration. Ask the council how it applies the condition to your nationality and circumstances if you cannot determine the applicable requirement from the official guidance.
Family applications need more than saying you live together. Article 14 distinguishes relationship or partnership proof, the principal citizen's certificate and dependency evidence where relevant. For a child, check who can submit the request, the child's valid identification and how parental responsibility must be established. Translation or authentication questions depend on the document; ask the receiving authority before ordering paid copies. Keep the originals and only share the copies requested through the official channel.
Where do I book, and can I get the first CRUE online?
Start with the official Câmara Municipal website for your own residence area and ask for Certificado de Registo de Cidadão da União Europeia. Confirm the application channel, appointment arrangements, form, identity/address details, payment and collection procedure. The first certificate is a municipal service; AIMA's renewals portal is not the nationwide first-registration channel. Do not book in a different municipality simply because its calendar has availability, and do not confuse a parish address attestation with the registration certificate itself.
Ask how you will receive the certificate and retain the reference until it is collected or delivered. The law says it is issued at registration, whereas AIMA's current initial-service page lists a minimum issue time of one month. Those statements should not become a promise that every appointment produces a certificate immediately, or a new month-long application deadline. The registration deadline remains separate. Confirm the council's actual process, and ask for written clarification if a document request or delay is unclear.
How much does a CRUE cost in 2026?
There is no safe '€15 everywhere' quote. Article 3 of the current consolidated Portaria 1334-D/2010 distinguishes age and application channel: for example, it lists €18 for in-person requests by people over 25, and €15 for those under 25. It also provides an in-person exemption for children up to one year; Article 5 reduces the first-issue fee for children under six. Use the regulation as the framework, not an old blog's single figure.
The municipal component must also be checked. Article 4 sets its framework, and Lisbon's 2026 table refers to 50% of the applicable fee for that component. This is not an instruction to add an invented surcharge or reuse Lisbon's amount in another council. Ask your council for the current total for your age, channel and type of request, including any different replacement service. Keep the payment receipt and do not assume a cheaper digital rate means your council offers online first registration.
What happens when my five-year certificate expires?
The first certificate normally has five years' validity from issue, or the planned residence period if shorter. Permanent residence is a separate procedure: the ordinary route requires five consecutive years of legal residence, not simply possessing a certificate dated five years ago. Article 10 explains how qualifying absences affect continuity, and other legal exceptions exist. If time outside Portugal or your residence basis makes eligibility unclear, check the rule for your case before treating expiry as automatic qualification.
AIMA changed the permanent-residence submission channel on 1 July 2026 to Portal de Renovações. Applications sent through its contact form by 30 June remain, and previously arranged appointments remain according to their notification. The current service asks for valid identification, the CRUE and address-change evidence if you moved. If in-person biometrics are needed after starting online, AIMA arranges and notifies the appointment. Do not restart an existing process merely because an old guide describes a different channel.
Does CRUE make me tax-resident or register me with the SNS?
No automatic update should be assumed. Immigration registration and tax residence answer different questions; review the Portuguese tax-residence tests and use the fiscal-address procedure for AT records. For healthcare, use the SNS registration guide. A certificate may be useful evidence for another task, but holding it is not confirmation that the other organisation has processed its own request.
Article 21 is an important safeguard: possessing the residence document is not, by itself, a precondition for exercising a right or completing an administrative formality; resident rights under this framework can be established through other evidence. That does not remove the registration obligation. If a desk says you cannot proceed without a CRUE, explain your situation and ask which lawful alternative proof it accepts rather than assuming you have no rights while waiting for a certificate.
If you move later, use the moving-house admin checklist to keep the different records straight. Ask your council about correcting or replacing the municipal certificate and follow AIMA's current instructions for an AIMA record. Finkavo can help organise the questions and evidence, but only the responsible authority registers residence or decides an application.
Frequently asked questions
What is CRUE in Portugal?
It is the Certificado de Registo de Cidadão da União Europeia, formalising residence for eligible EU/equivalent nationals staying over three months. AIMA includes Iceland, Liechtenstein, Norway, Andorra and Switzerland. It is not a visa, tax number or automatic fiscal-address update.
Where and when do I apply for a CRUE?
At the Câmara Municipal for your residence area, within 30 days after three months from entry into Portugal. Ask that council how to book, apply and collect it. The AIMA renewals portal handles a different permanent-residence procedure, not nationwide first registration.
What documents do I need for EU registration?
Valid identity documentation and the declaration applicable to work, resources or study are the core requirements. EU-family applications also require relationship and principal-citizen registration evidence, with dependency evidence where relevant. Confirm your council's current form and submission arrangements before the appointment.
Do all applicants need private health insurance?
No universal worker requirement is stated here. The resources and student routes include health insurance where the nationality state's reciprocity condition applies. Check that condition for your case; do not turn it into a blanket rule for employed or self-employed EU applicants.
Is the CRUE fee always €15?
No. The current regulation distinguishes age, channel and exemptions, and addresses the municipal component separately. It lists, for example, €18 for in-person requests by people over 25 and €15 for people under 25. Ask your council for the applicable total, rather than reusing an old nationwide flat quote.
How do I apply for permanent residence after five years?
Check the five-consecutive-years legal-residence conditions first. Since 1 July 2026, AIMA directs applications through Portal de Renovações; the earlier equivalent contact-form option has been replaced. Existing pre-July requests and notified appointments remain. Prepare valid ID, CRUE and address-change evidence if applicable.
Does a CRUE automatically update my tax residence?
No. AT records and fiscal-residence tests are separate from EU residence registration. Use the appropriate fiscal-address procedure and check your tax circumstances. Nor should you treat receipt of a CRUE as confirmation that SNS or another organisation has processed its own registration.
Can children and non-EU family members use the same CRUE route?
An eligible EU/equivalent-national child's application needs the relevant identity and family evidence; check the council's arrangements for a legal representative. A family member who is a third-country national instead uses the separate AIMA residence-card procedure under Article 15. Being in the same household does not make the documents identical.
