Changing Your Fiscal Address in Portugal: Resident, Non-Resident and Retroactive Changes
Your fiscal address is the address of your habitual residence, and a change only counts once you have communicated it to the AT.
- Your fiscal address (domicílio fiscal) is your habitual residence (LGT art. 19.º n.º 1). A change is ineffective until it is communicated to the AT (n.º 4).
- Without a Cartão de Cidadão you must communicate within 60 days if the change moves you between resident and non-resident, and within 15 days otherwise.
- A foreigner switching from non-resident to resident cannot use the Portal's address form. Use the e-balcão option «Registo Contribuinte > Identific > Alteração Morada/Singulares», or an appointment at Finanças.
- Changing the address does not create tax residence, and an old address does not prevent it: art. 16.º CIRS looks at the facts.
- A retroactive change needs documents that show the earlier date, in original or certified copy, with certified translations.
Your fiscal address, the domicílio fiscal, is the address of your habitual residence registered against your NIF. If you have no Cartão de Cidadão you must communicate a change within 60 days when it moves you between resident and non-resident, and within 15 days otherwise. A change is ineffective until you have communicated it, and moving to Portugal does not by itself make you tax resident: the facts in art. 16.º of the IRS Code do. Next: work out which case you are in, gather the documents, and file the request. What residence means for your return is in the residency guide.
How do I change my fiscal address online in Portugal?
The route depends on your document and residence status. Citizen Card holders change the card address through gov.pt or a Citizen Card service. Without a Citizen Card, an ordinary address change can use Portal das Finanças: Dados Cadastrais > Morada > Entregar Pedido de Alteração. A foreign citizen changing from non-resident to resident uses e-balcão or a booked tax-office appointment, not that ordinary form.
How do I confirm the address change, and what if the letter has not arrived?
The ordinary Portal address request has two stages: submit the new address, then enter the confirmation code posted to it. AT does not start using that new address merely because you submitted the first step. Check the pending request and the address entered; contact AT about the missing confirmation rather than assuming the record has changed. Citizen Card changes follow the card's own confirmation process.
What the law says
Moving within Portugal also means checking records beyond AT. Use the moving-house admin checklist for Citizen Card confirmation, separate AIMA and vehicle tasks, healthcare and contracts. This page remains the detailed fiscal-address procedure.
Art. 19.º of the Lei Geral Tributária defines the fiscal address of an individual as the place of habitual residence (n.º 1) and makes it compulsory to communicate it to the AT (n.º 3). A change of address has no effect until it is communicated (n.º 4), and when your residence status changes you must tell the AT within 60 days (n.º 5). The AT can also correct your address on its own initiative if the information it holds shows it is wrong (n.º 11). The AT uses the registered address for its correspondence, so an out-of-date address is how a notice goes to a house you no longer live in. If a letter from the AT has already arrived, see the deadline for each kind of AT notice.
Which deadline applies to you
| Your situation | Deadline | Where |
|---|---|---|
| You have a Cartão de Cidadão | Card-address change within 60 days; confirmation within the letter's deadline. A change between resident and non-resident must also reach the AT within 60 days (LGT art. 19.º n.º 5) | gov.pt or Citizen Card service; complete confirmation, then check the AT record |
| No Cartão de Cidadão, and the change moves you between resident and non-resident | 60 days | E-balcão, or Finanças or Loja do Cidadão by appointment |
| No Cartão de Cidadão, any other address change | 15 days | Portal das Finanças, Dados Cadastrais > Morada > Entregar Pedido de Alteração, or by appointment |
The AT's own criteria for becoming resident are the ones in art. 16.º CIRS: more than 183 days in Portugal in any 12-month period beginning or ending in the year, or a home in conditions that suggest an intention to keep and occupy it as your habitual residence. Once either is met, the AT says you must communicate your residence in Portugal within 60 days and update your records. Do not wait for the first return to fix a known mismatch.
Where to ask, and the letter that finishes the job
Without a Citizen Card, a foreign citizen who is already resident, or a non-resident whose status does not change, can use Portal das Finanças under Dados Cadastrais > Morada > Entregar Pedido de Alteração, or ask in person at a Serviço de Finanças after booking. The Portal route has a second step: AT sends a confirmation code by letter to the new address, and the change only takes effect once you enter it under Confirmar Morada. Submitting the form alone does not complete this route.
The Portal form is not open to one case, and it is the one most arrivals are in: a foreigner registered with a foreign address who wants to become resident. That change must be made through the e-balcão, choosing «Registo Contribuinte», «Identific», «Alteração Morada/Singulares», with the scanned documents, or in person at a Serviço de Finanças or Loja do Cidadão after booking. To book, use Contactos > Atendimento por Marcação in the Portal and the option for a NIF or an address change for people without a citizen's card, or call the CAT on +351 217 206 707 on working days from 09:00 to 19:00. Someone else can make the request for you with a power of attorney that covers it.
Documents for non-resident to resident
If you need the EU residence certificate first, the CRUE registration guide explains the council route and how it differs from permanent residence. Receiving the certificate does not itself update AT's record.
What you bring depends on your nationality, and the AT's guidance is specific. EU and EEA citizens, including Andorran and Swiss nationals in the AT's Portal page, bring identity documents or a passport and the Certificado de Registo de Cidadão da União Europeia issued by the town hall where they live. Proof of an address in Portugal can be a deed for a home, a residential lease, an employment contract or a document from any public authority.
For third-country nationals, current AT FAQ 5675 lists civil identity/passport and eligible AIMA evidence: an international-protection application declaration or temporary-protection title, a valid residence permit, an appointment document or a receipt for a pending grant/renewal process. Where the evidence does not show the address, add an accepted residential deed, lease, employment contract or public-authority document. If the address differs from AIMA's document, also prove you requested the AIMA change with evidence containing the address to register. AT groups Andorra and Switzerland with EU/EEA nationals for these documents. Accepted AT evidence does not itself grant immigration status.
For the separate immigration-document request, see AIMA accommodation proof. It distinguishes the applicant's declaration, housing agreement and recent AT address certificate; changing AT's record does not satisfy every AIMA evidence requirement.
A retroactive change
If your real residence began earlier than the AT record shows, you can ask for a retroactive change. For non-resident to resident, the AT's FAQ asks for a document that clearly shows the date you want, such as a deed for a home, a residential lease or an employment contract. Documents must be originals or certified copies unless they can be validated electronically, and foreign-language documents need a certified translation by a notary, a chamber of commerce, a lawyer or solicitor, or the Portuguese consulate in the issuing country. The e-balcão accepts these requests with scanned documents. The AT can ask for more proof if it has doubts. Backdate only what the documents support, because the date decides which part of the year Portugal taxes your worldwide income.
Fiscal address versus tax representative
Do not decide representation from LGT Article 19(6) alone. Paragraph 8 makes it optional for the covered EU/EEA cases, and paragraph 15 removes the general requirement for taxpayers enrolled in the specified official electronic-notification channels, subject to its stated exception. Paragraph 16 makes cancellation of that enrolment for residents outside the EU/EEA depend on prior representative appointment. Separate VAT duties can still apply under CIVA Article 30: electronic notifications are not a universal substitute for every representation obligation. The AT leaflet says a non-resident who has appointed a representative uses the representative's address as fiscal domicile. Current NIF-specific guidance is in the NIF guide. An old Portuguese address alone does not settle substantive tax residence: CIRS Article 16 examines the facts and includes departure exceptions. Correct mismatches and obtain advice where two countries' residence rules overlap; do not assume submitting an address change settles every return or treaty question.
Leaving Portugal: what should I send?
The September 2026 AT leaflet lists civil identity/passport and proof of the foreign address. If appointing a fiscal representative, add their civil/tax identification and, for your own e-balcão request, the acceptance declaration. A mandatary needs a power of attorney covering the request; representative appointment must be included if applicable. Do not confuse authority to submit an application with appointment as fiscal representative. Retain the request and check the effective record, not just an upload receipt.
For a retroactive resident-to-non-resident correction, FAQ 5359 requires official foreign-residence evidence identifying the years concerned, with originals/authenticated copies unless electronically verifiable and certified translations as required. AT can ask for further proof, including a certificate from the foreign tax authority. This differs from the arrival-date examples above. A request is not automatic acceptance of your chosen departure date, and Article 16's full-year exceptions may matter.
How do I know the change is finished?
- Ordinary AT Portal change: enter the letter's code under Confirmar Morada. If the displayed address is incorrect, FAQ 0424 says to cancel the change rather than confirm incorrect data.
- Citizen Card change: confirm within the deadline on the letter. The Porto Seguro Brazilian-card route requires an IRN counter and in-person confirmation; do not assume every cardholder has the same online route.
- E-balcão/status or retroactive request: retain the case reference and AT response, and verify the recorded address/status and effective date. The ordinary form's letter process is not a universal description of every case.
- Keep government confirmation separate from updates to your bank, employer, AIMA and other contracts. Changing the fiscal record does not prove every organisation has been updated.
Proving your address
A Certidão de Domicílio Fiscal shows the address recorded by AT and is available in Portuguese and English. It is not just a Portal screenshot, nor does it by itself settle every substantive residence/treaty question. A bank decides which evidence it accepts for its account: see the bank-opening document checklist. Do not confuse this address certificate with every other certificate called 'residence proof'.
Start with the facts: the residence date decides what the AT record should say and what your first return covers.
Check my tax residenceA message you can adapt for e-balcão
For a foreign citizen changing from non-resident to resident, choose the e-balcão route above. The following is an editable writing aid, not an AT form or a claim that your evidence is sufficient. Check the route against AT's current address guidance.
Replace every bracketed field. Do not state a date the evidence does not support. Submit documents only through AT's own secure service, not in a public comment or to Finkavo. Retain the request reference and verify AT's response and updated record.

Checklist
- Decide which case you are in: resident and non-resident, or a move inside Portugal, and whether you hold a Cartão de Cidadão.
- Note the deadline: 60 days for a status change, 15 days for other changes, without a Cartão de Cidadão.
- Collect the documents for your nationality, and certified translations where needed.
- Use the e-balcão for non-resident to resident, and enter the confirmation code from the letter when you use the Portal.
- For a retroactive arrival date, gather the dated deed, lease or employment contract. For departure, use official foreign-residence evidence for the relevant years.
- Order a Certidão de Domicílio Fiscal when you need proof, and tell your bank and employer.
Frequently asked questions

Can my fiscal address be changed retroactively?
You may request a documented retroactive change; it is not automatic. For a non-resident-to-resident change, AT examples include a residential deed, residential lease or employment contract that clearly supports the requested date. Originals or authenticated copies are required unless electronic validation is possible, and foreign-language evidence needs the certified translation specified by AT. Do not choose a backdated date just to obtain a tax benefit.
Answer checked on
How long do I have to change my fiscal address in Portugal?
Without a Citizen Card, AT states 60 days for a resident/non-resident status change and 15 days for other address changes. Cardholders use the card-address route, with its maximum 60-day change deadline and confirmation within the period printed in the letter. Submission and completed confirmation are different. The 60-day duty for a change between resident and non-resident applies to cardholders too (LGT Article 19(5)).
Can I change my address on the Portal if I am becoming resident?
A foreign citizen registered with a foreign address who changes from non-resident to resident must use e-balcão or a booked tax-office appointment, not the ordinary address form. Choose Registo Contribuinte > Identific > Alteração Morada/Singulares and supply the relevant evidence. Citizen Card holders follow the card route.
When does the new address take effect?
LGT Article 19(4) says an uncommunicated change is ineffective. The ordinary Portal change takes effect after entering the confirmation code posted to the new address. Citizen Card confirmation and e-balcão/status requests are separate procedures: retain the response and verify the effective record rather than treating every upload as completion.
Does changing my address make me tax resident?
No. CIRS Article 16 uses the residence facts, including the more-than-183-day and habitual-home tests, and contains departure/full-year exceptions. An address request alone neither creates nor ends residence. Update an incorrect AT record, but do not assume an old address or a newly issued certificate settles a two-country tax question.
How can I obtain proof of the address recorded by AT?
Request a Certidão de Domicílio Fiscal, available in Portuguese and English. It certifies the recorded address, not automatic bank acceptance of that evidence or resolution of every tax-residence/treaty question. Confirm the receiving organisation's requirements; a Portal-profile screenshot is not the certificate.

What documents do I need when leaving Portugal?
AT's current leaflet lists civil identity/passport and foreign-address proof. If appointing a representative, add their identification and the acceptance declaration for your e-balcão request. A mandatary needs appropriate power of attorney. Retroactive departure corrections require official evidence of foreign residence for the relevant years and compliant copies/translations; AT can request further proof.
Do electronic notifications replace a fiscal representative?
LGT Article 19(15) removes the general requirement for taxpayers enrolled in the specified official electronic-notification channels, subject to its exception. Paragraph 8 covers the EU/EEA exemption, and paragraph 16 conditions cancellation for outside-EU/EEA residents on prior appointment. Separate VAT representation under CIVA Article 30 can still apply. A contact email alone is not enrolment in a qualifying channel.
Can someone else submit the fiscal-address change for me?
Yes, with the power of attorney required for the request. The AT leaflet covers in-person and e-balcão submission by a mandatary and states the signature-recognition exception for an identified lawyer or solicitor. Giving submission authority is not the same as appointing a fiscal representative; include that appointment expressly if applicable.
