Key takeaways
  • Confirm the actual account's residence, document and opening-channel conditions before booking a visit.
  • Identification rules accept a tax number or foreign equivalent and your actual permanent address; account-specific conditions still matter.
  • Being unemployed or retired is not, by itself, a reason to refuse opening. Additional risk-based checks may apply.
  • Eligible serviços mínimos bancários customers have a 2026 annual package charge ceiling of €5.37, not free access to every service.

Opening a bank account is an administrative task, not proof of Portuguese tax residence. Start with the payments you need and the documents you can genuinely supply. A NIF, property purchase or online application does not guarantee acceptance. Banco de Portugal distinguishes the deposit account from additional payment services: opening one does not automatically give you a debit card, direct debits, cheques or homebanking on whatever terms you expect.

Can a non-resident open a bank account in Portugal?

It depends on the bank and the account: confirm that the specific account accepts your country of residence and documents, and whether opening is remote or in person. Banco de Portugal lists identification, tax-number and address evidence; approval, extra documents and available services depend on the institution and account. A NIF or property purchase does not guarantee approval.

Do I need a Portuguese NIF and a Portuguese address to open an account?

Banco de Portugal's identification list accepts a tax identification number or the equivalent issued by a foreign authority. It requires your actual permanent address and, if different, fiscal address; it does not describe a made-up Portuguese address as an alternative. A bank may impose account-specific conditions or request additional evidence, so confirm its checklist before assuming it will open without a Portuguese NIF.

Which documents should I prepare?

Banco de Portugal's opening guidance and Lei 83/2017, Articles 23–28, separate identification from risk-based checks. Bring the originals or electronic/certified evidence the opening channel accepts. A document that proves identity does not necessarily prove address. Ask for the checklist before travelling or paying for translations: this guide does not invent one accepted document list for every institution.

  • Valid identity: the guidance includes a passport, Portuguese identity/Citizen Card, residence permit or suitable equivalent public document with photograph and signature.
  • Tax identification number or foreign-authority equivalent, supported by accepted physical or electronic evidence. Confirm account-specific NIF conditions, not a universal exemption or obligation.
  • Actual permanent residential address and fiscal address if different. Do not substitute a friend's Portuguese address for where you really live.
  • Identification details including nationality, place/date of birth and profession and employer when they exist. Unemployed and retired applicants indicate their last profession.
  • Purpose of the relationship and, where risk profile and transactions require it, source and destination of funds. These checks are not limited to an invented threshold for 'large' deposits.

If your selected account requires a Portuguese number, use the NIF application guide. Obtaining a number and changing fiscal residence are separate tasks. Already have an account and moved house? The moving-house checklist separates bank contact updates from government records. Keep each confirmation rather than assuming one organisation informs every other one.

Compare fees before choosing a bank

Before opening, request the ficha de informação normalizada (FIN), formulário de informação ao depositante (FID), fee information document and account conditions. The FIN explains relevant opening/balance requirements, remuneration, commissions and overdraft terms. The FID identifies the applicable deposit-protection scheme and limit. Keep these documents, not just an advertisement: zero maintenance fees do not promise free cards, foreign-currency operations or every transfer.

Prepare a bank appointment without paying for the wrong documents

Ask the chosen bank to confirm its requirements before buying translations or travelling to a branch. Its identification duties and the conditions of a particular account are different questions. The examples below are preparation prompts, not a legal list of documents every bank must accept. This practical aid was checked against Banco de Portugal's opening guidance on 15 October 2026.

Editable enquiry, not an official form. Replace the brackets; do not attach identity scans or account statements to an unverified email address. No message is sent by this page.

Once the account is open, understand how to stop a direct debit and ask for a refund. A banking payment instruction and the underlying electricity, internet or other service contract are separate tasks.

How to open the account

  1. Confirm the account and opening channel

Ask whether the specific account accepts your country of residence and identity document and whether you must attend a branch. List the payment services you need; a remote application is not approval.

  2. Prepare identification and address evidence

Gather valid identity, tax-number evidence, actual permanent address and fiscal address if different. Give profession and employer when they exist. Ask what additional evidence the bank needs for your circumstances.

  3. Read the costs and deposit information

Before signing, obtain the FIN, FID, fee information document and account conditions. Compare maintenance, cards, transfers and optional packages separately. If eligible, ask specifically about serviços mínimos bancários.

  4. Complete identification and retain the agreement

Use the bank's accepted in-person or remote method. Answer lawful due-diligence questions through its secure channel. Read the final terms and keep the signed agreement and information documents on a durable medium.

  5. Confirm usable services and update changed details

After acceptance, confirm the account, card and payment services actually contracted and activated. Retain the IBAN and fee conditions; update changed identification, address and tax-residence information with the bank.

Online identification is not guaranteed acceptance

Remote identification is permitted. Official guidance describes documentary/electronic routes and supervised real-time video identification with a valid document, consent and security checks. This does not oblige each bank to offer every method to every nationality or residence country. Check whether the process supports your document, not merely whether its homepage says 'open online'. Do not assume passport-based CMD works wherever a different digital identity method is mentioned.

Who can request serviços mínimos bancários?

DL 27-C/2000 serves any consumer with the right to reside in an EU Member State under EU or national law (art. 1.º n.º 2 g)), including consumers with no fixed address, asylum seekers and people refused a residence permit whose expulsion is impossible. The principal other-current-account restriction concerns credit institutions in Portugal, not automatically an account abroad. A single existing Portuguese current account can be converted without a conversion fee. Specific exceptions involve joint holders over 65 or permanent incapacity of at least 60%, and a notified account closure. Ask for assessment of the exact conditions; these exceptions do not make every second account eligible.

The package covers defined everyday services including maintenance, debit card, deposits/withdrawals, payments and direct debits, plus specified transfers. Banco de Portugal lists 48 national/other-EU interbank transfers per calendar year through homebanking and further specific limits. In 2026, total annual package charges cannot exceed €5.37: 1% of the €537.13 IAS. Extras outside the package may have separate tariffs. This is not the fee cap for ordinary accounts, unlimited transfers or every banking operation.

The institution cannot make this basic account conditional on a minimum opening deposit or buying additional products. Normal identification and anti-money-laundering duties still apply. After a complete application, Article 4 requires opening without undue delay and at the latest within 10 business days; conversion rules refer to the same deadline. A basic-account right is not a right to credit, overdraft or approval of separate products.

What should I do if the bank refuses?

First distinguish an ordinary commercial account from a specific serviços mínimos bancários request. For the latter, the law requires an immediate, free written refusal with grounds and complaint/dispute-resolution information, unless disclosure is prohibited by law or the specified public-order/security exception. Other legal duties, including AML, still apply. Keep the request and response. A complaint does not itself open an account or waive identification checks.

Consult Banco de Portugal's supervised-entity complaint route or the official complaints book. Keep identity documents and account records in the bank's secure channel: this guide does not ask you to upload them to Finkavo.

Do I actually need a Portuguese IBAN?

Not for every payment. Article 9 of Regulation (EU) 260/2012 prohibits specifying the Member State of an eligible, reachable EU account for the euro credit transfers and direct debits within its scope. A qualifying account in another EU Member State must not be rejected solely because its IBAN is foreign. This does not guarantee that non-EU accounts, every card network, Multibanco, MB WAY, mortgages or unrelated products must work. If told 'Portuguese IBAN only', ask which payment method and rule apply. The Commission explains reporting IBAN discrimination to the competent national authority.

For household payments, the electricity and gas guide separates activating supply from changing a holder. If you become Portuguese tax resident and keep accounts abroad, read the separate foreign bank accounts and Anexo J guide. Opening this account alone does not determine your tax-residence or reporting obligations.

Frequently asked questions

Can I open a Portuguese account online before moving, and what will it cost?

Remote opening is permitted, but each institution decides which accounts, countries and identification methods it supports. Before applying, ask for the standard information sheet (FIN), depositor information form (FID), fee information document and account conditions. Compare maintenance, cards and transfers separately; a remote application does not mean a free account or guaranteed access to every payment service.

How much do serviços mínimos bancários cost in 2026?

The annual charge ceiling for the statutory package is €5.37, based on 1% of the 2026 IAS of €537.13. Included transfers and other services have defined limits; extras outside the package can have separate tariffs. This is not the cap for ordinary commercial accounts or unlimited banking services.

What documents do I need to open a bank account in Portugal?

Prepare valid identity, tax-number evidence, actual permanent address and fiscal address if different. Profession/employer apply when they exist; unemployed/retired applicants give their last profession. Additional risk-based evidence may include source of funds. Confirm what proof the chosen opening channel accepts.

What's the difference between a resident and non-resident bank account?

Your actual residence, fiscal address and tax-residence information affect the file and ongoing checks. No single legally prescribed non-resident product has universally fewer services. Ask which account and services fit your circumstances and update changed details. A NIF or account opening does not establish Portuguese tax residence.

Does video identification let every foreigner open an account online?

No. Remote methods are permitted, but the bank determines the account, document and residence-country combinations supported by its channel. Confirm the accepted identity method and whether a branch visit is necessary before planning travel. Completing an online form is not approval.

Can I open a bank account while waiting for my AIMA appointment?

A passport is among the identification documents listed by Banco de Portugal. Ask the bank whether it can assess your case at a branch when its online form requires a residence card. Confirm the documents before travelling; approval depends on the bank's assessment.

What if a bank refuses to open an account for me?

Distinguish ordinary products from serviços mínimos bancários. An eligible complete basic-account request has a 10-business-day opening deadline. Refusal must be immediate, written and free with grounds and complaint information, subject to statutory disclosure exceptions. Retain evidence and consult Banco de Portugal; AML duties still apply.

Can I open an account if I am unemployed or retired?

Banco de Portugal says unemployment or retirement alone is not a reason to refuse opening. Give profession/employer when they exist and your last profession if unemployed or retired. Identity checks, risk-based evidence and the conditions of a specific account or separate credit product still apply.

Can I get serviços mínimos bancários if I already have an account abroad?

The principal other-current-account restriction concerns credit institutions in Portugal. A foreign account is not automatically that disqualifier. The right to reside in an EU Member State (DL 27-C/2000 art. 1.º n.º 2 g)) and the other conditions, including AML duties, still apply. One Portuguese account may be converted free; joint-holder and notified-closure exceptions need individual assessment. The 2026 annual package cap is €5.37, not a cap on all extras.

Can my salary or utility direct debit use another EU country's IBAN?

For eligible reachable EU accounts and covered euro transfers/direct debits, Regulation 260/2012 Article 9 prohibits requiring a particular Member State. Refusal solely because an eligible IBAN is from another EU country may be discrimination. This does not promise non-EU account, card or MB WAY acceptance; check the payment method and competent complaint authority.
