What to do in what order when you arrive: requesting a NIF with or without a fiscal representative, registering with Segurança Social for a NISS, activating your Portal das Finanças password, and setting your address so AT correspondence actually reaches you.
The Portugal Tax Playbook for Expats
NIF and NISS, choosing NHR/IFICI/IRS Jovem, the Modelo 3 annex map, your first-year deadline calendar, and the mistakes worth avoiding.
A clear map for your first steps
The three regimes are not alternatives you pick freely. NHR closed to new applicants after 2023, IFICI depends on your specific activity and on becoming resident from 2024, and IRS Jovem depends on your age and how many income years you have already used. This chapter walks the decision, including when the standard rules beat all three.
Which annex carries which income: Anexo A for employment, B for simplificado self-employment, C for organised accounts, F for rent, G for capital gains, H for deductions and J for income earned abroad. Plus when a Portuguese IVA registration is triggered and what the quarterly obligations look like.
The Modelo 3 window runs from 1 April to 30 June for the previous year, and the regime elections around it have their own deadlines that do not move. This chapter lists them next to the errors we see most: a missed e-Fatura classification window, an unregistered rental contract, and a residency date that does not match the facts.
Written for people in their first Portuguese tax years
Employees, freelancers on recibos verdes, landlords, and anyone who moved mid-year and now has income in two countries. Every section names the article or the official page it comes from, so you can check it rather than take our word for it.
