Chave Móvel Digital: Activation, Foreign IDs and PIN Problems

• CMD is a free digital identity for Portuguese and foreign nationals; it is not a residence permit or a tax number.
• Without a Portuguese Citizen Card, activation is at a counter. A passport does not make the biometric app route available.

Chave Móvel Digital (CMD) lets you prove your identity when entering participating online services. It is free, and foreign nationals can activate it. The practical first question is not your nationality alone: it is which identity document you have and which activation channel supports it. Start with the official activation service, choose the route below, and test access before the filing, appointment or document deadline you are trying to meet.

Can I activate CMD online, or do I need a counter?

On 7 October 2026, Autenticação.gov's activation page marks the video-call channel temporarily unavailable. The general gov.pt page still lists video calls among channels. Treat that as a live availability warning, not a permanent legal ban or a promised appointment. Check the channel page when you act. A Finanças password on its own does not make a foreign-passport holder eligible for Citizen Card online activation.

What should I take, and do I need a NIF?

Prepare the original identity document, your own accessible mobile phone and existing Portuguese identifiers. Activation with a passport does not require a NIF, but a destination that requires it may refuse access if it is absent from CMD. Residence-document activation requires a NIF. If you still need that number, use the NIF application guide. Do not confuse obtaining the identifier with linking an existing one to CMD.

How to activate and test CMD

   Choose the route for your identity document

   Without a Portuguese Citizen Card, use a counter that activates CMD. A passport or eligible residence document can be used there. With a Citizen Card, compare the official online and counter options; a card-reader route requires the card's authentication PIN and reader. Do not book travel around a channel without checking its current availability.

   Prepare the document and linked identifiers

   Take the identity document you intend to associate, your own mobile phone and the relevant Portuguese identifiers. Residence-document activation requires a NIF. Passport activation does not require a NIF, but omitting it can prevent access to services that identify you through it. Bring your NISS and SNS number if you have them, and ask for the identifiers to be associated correctly.

   Confirm activation through the official service

   Check that the phone number recorded is yours and accessible. Follow the counter or online service's instructions to set your authentication PIN. An activation SMS is not the temporary PIN letter used in the Finanças route. If that route applies to you, wait for the letter and replace the temporary PIN before treating activation as complete.

   Test login before your important deadline

   Try the official Autenticação.gov login first, then the service you need. Use your CMD authentication PIN followed by the requested temporary security code or the offered app method. If the first login works but the destination refuses you, record the destination and error message: the problem may be its identifier requirements, rather than activation.

   Check signature separately and protect your access

   Ask whether digital signature is enabled and supported for your document. Keep authentication and signature PINs distinct. Never put a PIN or a one-time code in a help request, shared checklist or uploaded screenshot. Retain only non-secret evidence, such as the service, document type and date on which you successfully tested access.

The PIN works, but Finanças, SSD or another portal refuses me

First test the official Autenticação.gov portal. If CMD works there, contact the organisation operating the destination about its required identifiers and the recorded details. A passport-based CMD without an associated NIF is one documented cause of service-specific failure. For the next task, use the Finanças access guide or the Social Security access guide. Neither guide is an alternative login site.

Record the exact error, which portal produced it, the time and whether the official CMD test succeeded. Remove personal identifiers and secret codes from screenshots before asking for help. This separates a CMD authentication failure from a destination's account-matching problem. Repeatedly creating new CMD registrations is not a substitute for finding which record the destination cannot match.

Forgotten PIN, a locked CMD or a changed phone

The current management page directs forgotten authentication-PIN recovery to an Espaço Cidadão. A locked CMD can be unlocked with a Citizen Card and card reader in the official reserved area, or at a counter. It says that the reserved area allows changes to email and signature PIN, while counters can change the phone number and authentication PIN. Do not follow an older general FAQ as a promise that every change is available online.

If the registered number is no longer yours, use the official management/support route to change or cancel the registration. Do not ask its new holder to forward security messages. A change of identity-document type is different from renewal: the official instructions require cancelling the old CMD and activating a new one for a different document type. Plan that change around any urgent service access you need.

Is CMD authentication the same as digital signature?

No. Signing is a separate function and uses its own PIN. Activation through Finanças requires counter activation of the signature function. Some residence certificates listed on gov.pt do not support an associated digital signature at all. Before relying on CMD to sign a particular submission, check the document used, signature activation and the receiving service's requirements. A working login alone does not prove you can sign.

Expiry and the next administrative task

A working CMD is not proof that every portal accepts the same document. For a Portuguese criminal record certificate, check the issuing authority's narrower online identity instructions before paying or travelling.

For a passport or residence title/card, CMD validity follows the associated document; the Citizen Card rule includes an additional 30 days. Check the official validity guidance when renewing, rather than assuming permanent access. Once login is working, move to the actual task—such as SNS registration. CMD activation does not itself create health-service registration, a NISS, tax residence or benefit entitlement.
