www.portaldasfinancas.gov.pt is the Autoridade Tributária's (AT) official digital channel for filing returns, paying tax, checking your fiscal situation, and communicating with the tax authority. Almost everything else in the Portuguese tax system — Modelo 3, e-Fatura, IMI, opening activity — happens through it.

How to get set up

  1. Get your NIF first

    The portal is built around your tax number — you can't register without one. See our NIF guide if you don't have one yet.

  2. Choose how you'll log in

    An AT password (senha), Cartão de Cidadão with a reader or the Autenticação.gov app, or Chave Móvel Digital (CMD) — a phone number and PIN, no card reader needed.

  3. Request your AT password, if that's your route

    Request it online at portaldasfinancas.gov.pt — it's mailed to your registered fiscal address, taking 5–10 business days. CMD gives you instant access instead, if you're eligible for it.

  4. Log in and set your preferences

    Choose your preferred service language, and confirm your fiscal address is current — several deadlines (household confirmation, IRS notifications) depend on it.

  5. Find the service for your situation

    The portal is organised by taxpayer profile — individual, business (Categoria B/IRC), or non-resident — each with a different set of core services.

What you can do, by profile

The portal's services are grouped by taxpayer type:

  • Individual taxpayer: file Modelo 3, check assessments, opt into englobamento, confirm your household (by 15 February), validate e-Fatura invoices, pay IUC and IMI, request certificates, and enrol in IRS Jovem / NHR / IFICI.
  • Business (Categoria B / IRC): declare início/alteração/cessação de atividade, file VAT returns and Modelo 30, submit Modelo 22 (annual IRC), file IES (by 15 July), submit DMR (by the 10th of each month), and manage e-Fatura/SAF-T reporting.
  • Non-resident: file Modelo 21-RFI (double-tax treaty relief), Modelo 22-RFI and 23-RFI (refund claims), update your fiscal representative, and request tax-residency certificates.

Paying what you owe

The portal generates a DUC (Documento Único de Cobrança) with a Multibanco reference for any payment. You can pay via Multibanco, homebanking, MB WAY (up to €1,000), Payshop, CTT, or in person at a Serviço de Finanças — and IMI or IRS balances can be split into instalments through the same system.

IMI, IUC and the property side

If you own property, the portal is also where IMI lands. The bill arrives as a nota de cobrança and splits automatically by size: under €100 you pay it all in May; between €100 and €500 it splits across May and November; above €500 it splits three ways across May, August and November. AIMI, the additional wealth tax on Portuguese property, applies on top once your total taxable property value passes €600,000.

The same section handles the predial register, the Modelo 1 declaration when a property's value needs reassessing, electronic rent receipts if you're a landlord, and IUC — the annual vehicle tax, looked up by number plate and due in your vehicle's registration month rather than on a fixed national date.

Proving you're in good standing

Landlords, employers, visa offices and public tenders all tend to ask for the same document: a certidão de não dívida — proof you owe the tax authority nothing. You request it through the portal's certidões section, it's issued free, and it comes with a verification code the recipient can check independently, so a PDF is enough and you rarely need a stamped original.

The related atestado de residência fiscal is what you send a foreign tax authority to claim treaty relief. Both are generated on the spot rather than queued, provided your situação fiscal is actually clean — if it isn't, the portal tells you what's outstanding instead of issuing the certificate.

When something goes wrong

The most common first-login failure has nothing to do with the portal. The AT password is posted to your registered fiscal address, not to wherever you currently live. If you moved and never updated the address — or if you got your NIF through a fiscal representative and the representative's address is still on file — the letter goes there. Fix the address first, then request the password again.

  • Password never arrived: check your fiscal address on the portal or at a Serviço de Finanças before re-requesting, or switch to Chave Móvel Digital and skip the post entirely.
  • Password lost or expired: request a new one the same way — the old one stops working when the new letter is issued.
  • Account locked after failed attempts: repeated wrong entries block access; recovery goes through the same request flow, or in person with ID.
  • Wrong or missing NIF details: name, date of birth and address changes are handled through the cadastro section, and some require going in person.

e-Balcão: getting an answer in writing

e-Balcão is the portal's messaging system with the AT, and it is the single most underused thing on it. You pick a subject area, describe the situation, and get a written reply on business days — attached to your NIF, timestamped, and referenceable later. For anything ambiguous, that written answer is worth considerably more than what a phone line tells you, precisely because it exists afterwards.

If you're a non-resident

Non-residents with Portuguese income file through the same portal, but usually via a fiscal representative — a person or firm resident in Portugal who receives AT correspondence on your behalf. Residents of other EU states are generally exempt from the requirement. Where it does apply, failing to appoint one is a contraordenação under RGIT art. 124.º, punishable by a fine of €75 to €7,500, so it's not a formality to leave for later.

The non-resident section is also where the treaty forms live: Modelo 21-RFI to claim relief up front, Modelo 22-RFI and 23-RFI to reclaim tax already withheld.

A note on security

The AT never asks for your senha by email or SMS, and never sends a payment link that isn't a DUC reference you can verify inside the portal. Refund-themed phishing spikes every year between April and August for obvious reasons. If a message claims you're owed money, ignore the link and check the liquidação in your own account instead.

Yes — e-Balcão is its messaging system. You get a written reply on business days, attached to your NIF and available to refer back to later, which is why it beats the phone for anything ambiguous.

Do I need a fiscal representative?

Only if you're a non-resident with Portuguese tax obligations, and residents of other EU states are generally exempt. Where it applies, not appointing one is a fine of €75 to €7,500 under RGIT art. 124.º.

Is 31 July when I pay my IRS?

No — that's the AT's deadline to issue your assessment (art. 77.º). Yours to pay is 31 August (art. 97.º). A lot of calendars merge the two.
