Segurança Social Direta: How to Register and What You Can Do Online
Segurança Social Direta is where you manage contributions, request certificates, and file the quarterly self-employed declaration. Here's how to get registered.

Segurança Social Direta (SSD) is the Instituto da Segurança Social's online portal — separate from Portal das Finanças, and built around your NISS (Número de Identificação de Segurança Social) rather than your NIF. Portuguese citizens with a Cartão de Cidadão get a NISS automatically; foreign nationals need to request one before they can register here.
How to register
- Go to seg-social.pt and start registration
Click "Iniciar sessão", then "Autenticação com o seu utilizador da Segurança Social", then "Registar". Accept the terms and choose the type of account you want.
- Enter your NISS and date of birth
These identify your Social Security record — you need a NISS before you can register (see our NIF/NISS guide if you don't have one).
- Choose how to receive your verification code
Email or SMS if you have contact details on file with Segurança Social; otherwise by post, which takes around 8 business days.
- Activate your account
Go to "Ativar conta", enter your NISS and the verification code you received, then set and confirm a permanent password.
- Or register directly with Chave Móvel Digital
Choose Autenticação.gov, select Chave Móvel Digital, and authenticate with your PIN and the temporary code sent to you — this skips the password-by-post step entirely.
Since 2024, Segurança Social has been progressively phasing out the classic NISS-and-password login in favour of Chave Móvel Digital or Cartão de Cidadão — the stated cutover is by the end of 2026, so it's worth setting up CMD sooner rather than later.
What you can do once you're in
- Everyone: check your contribution history month by month, run a pension simulator, get an instant free certidão de não dívida (valid 3 months), and simulate sickness/unemployment/parental benefits.
- Self-employed (Trabalhador Independente): file your quarterly declaration, simulate your relevant income and contribution, generate a DUC for payment, adjust your declared income by ±25%, and opt in or out of the first-year exemption.
- Employers: submit the monthly DMR, report new hires within 24 hours (a legal obligation), report terminations, and request reimbursement for benefits paid on the state's behalf.
- Families: report a birth, manage your household and abono de família bracket, request a funeral subsidy, and update your bank account.
Which login to choose
Three routes in, and they are not equivalent. Chave Móvel Digital is the one to set up: a NIF, a four-digit PIN and an SMS code, and the same credential then works for Portal das Finanças, SNS 24 and ePortugal. Cartão de Cidadão works too, but needs either a USB reader with the Autenticação.gov software or the CC app over NFC.
The classic NISS-and-password route still exists for people who couldn't migrate, but Segurança Social has been retiring it since 2024 and warns it may stop being accepted from 2027. If you're setting up an account now, going straight to CMD saves doing this twice.
EU citizens have a fourth option worth knowing: since 2020 you can authenticate with your own country's eIDAS credential — Spain's DNIe, Belgium's itsme, and so on. The catch is that eIDAS gets you read access only. Anything requiring a digital signature still needs CMD or Cartão de Cidadão.
Keeping access after you leave Portugal
This catches people out years later, usually when they go to claim a pension. Chave Móvel Digital keeps working from anywhere — PIN plus an SMS to an international number — provided the phone number on it is one you still control. Updating that number is much easier while you're still in the country. The alternative is appointing a procurador with specific powers to act in SSD on your behalf.
The certificates you can pull, and how long each takes
All of them are free, and they're the reason most people log in at all:

Moving between countries: the U1, U2 and P1 forms
If you've worked in more than one EU country, your Portuguese contributions don't stand alone — they're aggregated with the others. The paperwork for that is the SED forms, which replaced the old E-forms in 2019 and are requested through SSD under Certidões e Formulários UE:
- U1 (formerly E301) — proves Portuguese insurance periods so another country counts them towards your unemployment benefit.
- U2 (formerly E303) — exports Portuguese unemployment benefit while you job-hunt in another member state, for three months, extendable to six.
- P1 (formerly E205) — insurance periods for old-age and invalidity pension purposes, the one that matters when you retire somewhere else.
If you fall behind
Contributions unpaid past the 20th of the month following their due date start accruing moratory interest at 7% a year, plus a proportional fine. Debt prescribes after five years (art. 60.º CRC), but notification, a payment-plan request or an enforcement action all interrupt that clock, so waiting it out is rarely the strategy it looks like.
- Instalment plans are requested in SSD: up to 60 monthly instalments for current debt, minimum €10 a month, with a guarantee required above €10,000.
- Once the debt is in enforcement, plans can run to 150 instalments in cases of serious hardship.
- A plan in good standing gets you a certidão de situação contributiva regularizada — it doesn't say "no debt", but it establishes you aren't a defaulter for legal purposes, which is what most counterparties actually need.
Being in debt does more than accrue interest. It blocks contracting with the state and applying for EU funds, suspends benefits already in payment, and — because Segurança Social and the AT share data — lets the tax authority withhold your IRS or VAT refunds against it.
What Segurança Social and the AT tell each other
The two systems have exchanged data automatically since 2019, and knowing what flows explains most of what you see on screen. The AT sends across your declared Category B income and your total e-Fatura invoicing, which is what pre-fills the quarterly declaration and what gets used to detect undeclared income and check economic dependence. Segurança Social sends back your contributions paid, which pre-fill the deduction on your IRS return, and any benefits or pensions you received, which arrive pre-filled as taxable income.
The practical consequence: opening activity at Finanças shows up on your Social Security profile immediately, and the two records are reconciled against each other. There is no version of this where the freelance income is visible to one and not the other.
What it costs to get it wrong
The contribution regime has its own penalty scale (arts. 226.º to 243.º CRC). For an individual, minor breaches — an out-of-date IBAN, a formal error — run €50 to €500. Serious ones, including a late quarterly declaration or omitting income from it, run €300 to €3,000. Very serious ones, such as twelve months of unpaid contributions or false statements to obtain a benefit, run €500 to €5,000 and can carry a two-year ban from state support on top.
Registering your IBAN
Go to Perfil > Conta Bancária and upload a bank-issued proof-of-IBAN PDF. The account holder must match the NISS holder, and validation takes up to 5 business days — after that, benefit payments go out by bank transfer.
Worth knowing
- Since 2022, Social Security notifications are sent preferentially through SSD's electronic mailbox (Caixa Postal Eletrónica) — deadlines run from when a notification is made available there, not when you happen to read it, so check it weekly.
- Your contribution record matters for years: you can only dispute an error within 5 years, so it's worth reviewing your Mapa de Remunerações annually.
- SSD shares data with Portal das Finanças, SNS 24, IEFP, and the civil registry — a birth, marriage, or change of address often propagates automatically, but it's still worth checking.
