Key takeaways
  • The declaração de situação contributiva certifies whether your situation with Social Security is regularised or you have debts.
  • It is valid for four months. Online, it is available at once in SSD when your situation is regularised; if the request goes into analysis the legal maximum is ten days, and post or desk requests take up to 10 working days.
  • Request the correct person's or company's document through the official service. Someone who has never worked and needs it for a non-debt purpose should use a service desk.
  • It is not proof of tax-debt status at Finanças, not a quarterly income declaration and not a receipt settling all future liabilities.

A declaração de situação contributiva is Portugal's Social Security contribution-status certificate. It records whether your situation is regularised or you have debts with Segurança Social. Request it when the recipient needs evidence of that status, not when you need to declare freelance income. The gov.pt service page was updated on 2 October 2026; Articles 82–85 of Decreto Regulamentar 1-A/2011 set the certification, request and validity rules.

Which declaration do you actually need?

If you are trying to report a freelancer's income, use the quarterly Social Security declaration guide. For tax-debt status at Finanças, use the AT tax clearance certificate guide. A request that says 'declaration of contribution status' is a certificate task, not that quarterly filing. For account registration and access, start with the Segurança Social Direta guide.

Who can request it?

The official service covers workers, companies and legal representatives. The regulation also permits a creditor or the Ministério Público to request it in the insolvency context described by Article 83; a creditor's declaration then indicates only whether debt exists. That is not permission for any stranger to inspect your full account. If another person asks you for access, establish whether they need the certificate or an authorised consultation instead of handing over your login.

How to request and use the certificate

  1. Confirm which document was requested

Ask the recipient whether they need a Social Security contribution-status declaration, an AT tax-debt certificate or your contribution-career record. These answer different questions. Record the required holder, submission deadline and whether they want the document or an official consultation authorisation.

  2. Check the holder and access

Prepare the correct person's or company's Social Security identification and your own authorised access. A legal representative can request the declaration; acting for a company is not the same as requesting your personal document. Do not share the account password with the recipient.

  3. Use the official request service

Open the declaration-of-contribution-status service in the Social Security portal and follow its current request instructions. Online, postal and service-desk channels are available. If you have never worked and need the declaration for school or another non-debt purpose, gov.pt directs you to a Social Security desk.

  4. Read and retain the issued declaration

Check the holder, date and the actual status shown. Keep the original document rather than replacing it with a screenshot of a portal balance. A declaration can report an irregular situation; requesting one is not a way to erase or postpone debt.

  5. Send the right document and check validity

Supply it through the recipient's stated submission channel. The declaration is valid for four months. Check that it remains valid when the recipient will assess it, not only on the day you download it. Follow any separate requirement the recipient has for a recent document.

Social Security service choices distinguish contribution-status certificate from non-application-of-sanctions declaration
For contribution status select Consultar e obter declaração de situação contributiva, not the neighbouring sanctions declaration. Read the document actually issued before sharing it. How long is it valid, and how fast is it issued?

Article 84 gives the declaration a four-month validity period. Article 83(3) provides for issue within a maximum of ten days from the request or judicial notification. The law does not state 'ten business days' in that provision, and this guide does not convert it into that promise. gov.pt states that when the contribution situation is regularised the declaration is available immediately in Segurança Social Direta; the ten-day maximum applies when the request goes into analysis, and postal or desk requests take up to 10 working days.

For a deadline-sensitive application, check the issue date, the recipient's submission deadline and whether the certificate will still be within validity when assessed. Four months is not the same as four calendar quarters. If the document is expired, obtain a fresh declaration rather than changing a PDF date or substituting a screenshot. Keep a copy of what you submitted and proof of submission so you can identify exactly which certificate the recipient received.

What if the certificate shows an irregular situation?

Certification normally uses the information already held by Social Security. Article 82(2) expressly allows a person facing an irregular-status declaration to provide evidence of regularisation, including proof that debt due at the issue date has been paid. Compare the certificate with your official account information, identify the disputed period and retain the payment evidence. Ask the competent service to assess that evidence; a bank transfer receipt alone is not a corrected certificate.

Do not assume that requesting the document suspends a debt, that any instalment-plan application makes the status regularised, or that a recent payment has already been recognised. Those are separate questions requiring the applicable rules and an official decision or updated record. Explain to the recipient what is unresolved and request a fresh declaration after the service has dealt with the record. This guide cannot confirm an individual's debt position from an estimate of monthly contributions.

Does a regularised-status declaration mean I can never owe more?

No. Article 82(3) says the declaration is not an instrument of discharge and does not prevent later assessments. It certifies a status using the information available; it is not a lifetime guarantee that every contribution was correctly assessed. Keep the underlying declarations and payment records. A recipient can rely on the issued document for its stated purpose without it replacing your ongoing filing and payment duties.

What if I have never worked in Portugal?

The current gov.pt page addresses this directly: someone who has never worked and needs the declaration for school or another reason unrelated to Social Security debts should request it at a Social Security desk. Do not manufacture a quarterly income declaration or open freelance activity simply to produce a certificate. Explain the requested document and its purpose to the desk, and distinguish obtaining a NISS from certifying contribution status.

What to check before sending it

  • The holder is the person or company named in the recipient's request; a personal certificate does not certify a company's status.
  • The document is a contribution-status declaration, not a statement of earnings, a contribution calculator result or an AT certificate.
  • The issue date and validity suit the submission. If a specific recent-document requirement applies, ask the recipient rather than assuming four-month validity overrides it.
  • You have retained the original document and the request/submission evidence. Share only what the recipient needs; never include your password or authentication codes.

Frequently asked questions

Is this the same as a Social Security quarterly declaration?

No. The contribution-status declaration certifies your regularised or debt status. The quarterly declaration reports relevant freelance income; it does not replace the certificate.

Can I obtain it online?

The official service provides an online channel, as well as postal and service-desk channels. gov.pt directs someone who has never worked and needs it for school or another non-debt purpose to a Social Security desk.

How long does the certificate last?

Four months under Article 84 of Decreto Regulamentar 1-A/2011. Check the date on the document and any separate requirement imposed by its recipient.

Does it prove I have no debts to Finanças?

No. This is a Social Security document. Evidence of tax-debt status must come from the tax authority; one certificate does not replace the other.

What can I do if a payment is missing from the certificate's assessment?

Article 82 allows documentary evidence of regularisation, including payment of debt due at the issue date. Provide the relevant evidence to Social Security and seek an updated declaration; do not alter the issued document yourself.
