Register with IEFP and Apply for Unemployment Benefit in Portugal
Two connected tasks: registering for work and requesting the benefit you may qualify for.
- A published CV is not an IEFP jobseeker registration.
- Ordinary unemployment benefit generally requires involuntary unemployment and 360 recorded contribution days in the preceding 24 months.
- Request within 90 consecutive days; a late request can reduce the payment period.
- Social Security decides entitlement. Self-employed cessation support and social unemployment benefit have different rules.
Start with the official IEFP registration service. If you also need unemployment payments, make the benefit request separately through the supported employment-service route. Do not assume an online profile, CV upload or appointment booking starts the benefit claim.
Which route matches your situation?
| Situation | Next action |
|---|---|
| Looking for work, no benefit claim | Register as a jobseeker and complete validation |
| Employee involuntarily unemployed | Register and request ordinary unemployment benefit |
| Insufficient contributions or exhausted benefit | Ask Social Security about social unemployment benefit; separate means and eligibility tests |
| Independent worker losing activity | Ask about the appropriate cessation benefit, not the ordinary employee test |
| Already receiving foreign unemployment benefit | Clarify U2 export rules before moving; U1 and U2 are not interchangeable |
Documents to prepare before registering
Check your NISS and Social Security account access before the deadline. Keep passwords and one-time codes private. If a document is missing, ask the employment service what can be filed now and what must follow; do not silently wait beyond the legal window.
Register, submit and track: a practical sequence
Keep separate proof of IEFP registration and the benefit submission. If the portal asks for missing evidence, answer within the deadline in that notice and retain the response reference. A registration confirmation is not an award decision, and a payment query should refer to the benefit record rather than restarting registration.
- Choose registration, not just CV publication
Enter the official IEFP service, identify yourself and complete the jobseeker registration. A service contact or attendance may be needed to validate it.
- Confirm the responsible employment service
IEFP assigns the service for your residence. Correct contact details so requests for evidence and appointments reach you.
- Make the unemployment-benefit request
Use the official benefit route. For the counter route, the service handles the RP5000 application; bring the employer declaration and required evidence.
- Save confirmation and answer follow-ups
Record submission date, reference and requested documents. A submitted application is not a grant; check its status with the responsible service.
- Maintain the registration and report changes
Follow job-search and attendance duties. Tell the competent services about work, travel or other relevant changes rather than assuming payment continues unchanged.

Missing employer declaration or a disputed dismissal?
RP5044 normally comes from the employer. If it cannot or will not issue it, ACT has an alternative declaration route. The ISS guide provides a deadline-interruption rule while awaiting ACT's declaration; keep evidence and ask the service how it applies to your claim. A resignation, settlement or dismissal dispute needs its own evidence. Just cause and recognised domestic-violence circumstances can differ from ordinary voluntary resignation; do not label every departure involuntary yourself.
How much is unemployment benefit?
The ordinary benefit uses 65% of reference remuneration, subject to statutory minimums, caps and the net-remuneration limit. That reference is calculated from recorded pay, not simply today's gross salary. Duration depends on age and contribution history. Request the official calculation rather than budgeting from an uncapped 65% estimate. Household increases have separate conditions and requests.
Foreign work and moving countries
For relevant EU/EEA/Swiss insured periods, U1 evidences employment and insurance history; Social Security still assesses which country is responsible and the applicable coordination rules. U2 concerns exporting an already-awarded unemployment benefit while looking for work in another EU/EEA country or Switzerland: you must first have been registered with the Portuguese employment centre for at least 4 weeks after becoming unemployed, and register with the destination country's employment service within 7 days (Segurança Social Guia Prático 6001). Work in another country is not automatically a Portuguese benefit, and a Portuguese NIF is not proof of entitlement.
Frequently asked questions
How do I register with IEFP online?
Use the official registration service and complete the jobseeker request, not only a CV. IEFP may contact you or require attendance to validate the record. Keep the confirmation and check the responsible service.
Can a foreign citizen register with IEFP?
Yes, with the applicable identity and status documents. IEFP lists identity documents for EEA citizens and a document permitting residence and work for non-EEA citizens. Registration does not by itself approve a benefit.
What is the deadline to request unemployment benefit?
Normally 90 consecutive days from unemployment. Late submission within the remaining entitlement period reduces the duration by the delay. The ISS guide lists specific interruptions; an employer dispute alone is not permission to ignore the deadline.
Does registering automatically pay unemployment benefit?
No. Registration and the benefit request are separate. Ordinary entitlement generally requires involuntary unemployment, availability for work and 360 recorded contribution days in the previous 24 months, alongside the other conditions.
What if my employer will not issue RP5044?
Ask ACT about issuing the unemployment declaration and tell the employment service. If the employer already transmitted the required termination record electronically, the ISS guide exempts presentation of that declaration. Keep proof rather than abandoning the claim.

Can I receive benefit after resigning?
Ordinary voluntary resignation does not automatically qualify. Just-cause termination and specified domestic-violence situations have distinct evidence rules; agreements are also restricted. Ask for assessment of the actual termination circumstances.
Do self-employed workers use the 360-day test?
Do not assume so. Cessation-of-activity benefits are separate routes with their own conditions. Tell Social Security your employment category and circumstances before choosing a form or estimating payment.

Can contributions abroad count?
Relevant coordinated periods may be considered, with U1 and the applicable country-responsibility rules. U2 instead concerns exporting an existing award for job search. Supply the countries and dates; foreign contributions are not automatic Portuguese approval.
