Transfer Car Ownership in Portugal: Deadline, Form and Registration Fees
Handing over the keys is not the same as registering the new owner.
- Register the ownership change within 60 days of the relevant event, normally the sale.
- Use the correct vehicle-registration form and identify buyer, seller and vehicle consistently.
- Automóvel Online has a restricted professional route when supporting documents must be attached.
- Ordinary subsequent registration is €65, with a 15% online reduction; additional acts and lateness can change the total.
Follow the official vehicle-registration service after buying or selling a registered car. The ownership change must be recorded, not just agreed privately. This guide covers an ordinary transfer; imported vehicles, inheritance, reservation of title and other legal events need the matching registration act and supporting evidence.
Who should register and when?
Justiça identifies a 60-day deadline from the fact that causes the registration, normally the sale date for an ordinary purchase. The buyer, legal representative or another interested person with the relevant duty can request registration. Buyer and seller should agree who submits and how they will exchange confirmation, but a private promise does not erase the legal deadline. Record the actual date and keep proof of the agreement rather than changing dates to make a late application appear timely.
| Situation | Practical route |
|---|---|
| Ordinary sale with complete information | Correct transfer request through an available official channel |
| Supporting documents need online attachment | Justiça restricts that route to an authorised lawyer, notary or solicitor |
| No usable digital authentication | Registry desk, Loja de Cidadão or post where applicable |
| Reservation of title or another registered interest | Check the additional registration act and evidence |
| Seller or purchaser details disputed | Resolve the evidence with the registry/professional, not an invented signature |
Documents and details to prepare
Use the IRN Requerimento de Registo Automóvel, not a homemade bill-of-sale template as a universal substitute. Box 1 identifies the vehicle; the form then distinguishes the requested act and the relevant parties. The seller's declaration for a verbal purchase-and-sale agreement has its own area. Follow the applicable signatures and authentication instructions. If a representative signs, confirm that the representation is valid for the transaction; possession of another person's identity copy does not establish authority.
The official instructions require the form to be printed on one double-sided sheet where possible. When it occupies two sheets, the non-signature sheet needs the specified initials from those signing. That practical detail matters when sending a paper application: a missing reverse page or incomplete signature area can produce an evidence request after you thought the transaction was finished. Review both sides, not just the buyer's name and registration plate.
If the record uses an outdated address, check the moving-house administration checklist. For the separate annual vehicle tax, use the IUC guide. An ownership-registration receipt is not proof that every tax or other vehicle obligation has been settled.
How to transfer and verify completion
- Compare the transaction and record
Check plate, parties, actual date and any registered interest relevant to the requested transfer. Resolve mismatches before signing.
- Prepare the correct form and evidence
Select the ownership/acquisition act on the official IRN form. Complete the applicable seller declaration and signature/representation requirements.
- Choose an available channel
Use Automóvel Online only if your authentication and document route are supported. Otherwise use the competent registry, citizen shop or postal route.
- Submit and retain payment evidence
Check the fee for the exact act and lateness, pay through the instructed official process and keep the application reference and receipt.
- Confirm the registration outcome
Read the registry decision and answer any missing-document request. Buyer and seller should keep confirmation of the actual registered change, not just a screenshot of an unfinished form.
Online registration is not available for every file
The current Justiça service describes digital Citizen Card authentication for the online route. Where documents must be submitted electronically, the described route is restricted to lawyers, notaries and solicitors. Do not assume a foreign passport, NIF or CMD account alone enables every transfer. If the portal does not support your transaction, ask the registry or an authorised professional for the appropriate route; do not select a simpler transaction type to avoid the document requirement.
How much does a car transfer cost?
The IRN schedule lists €65 for ordinary subsequent registration. Justiça states that online registration is 15% cheaper, giving €55.25 for that ordinary act. This is not the €55 first-registration fee and not an all-in quote for every sale. Reservation of title, additional acts, professional fees or a late application can add costs. The schedule provides an additional amount equal to the ordinary fee for late required registration. Check the final official charge for your file instead of assuming all transfers cost a single advertised number.
Missing signature, payment or confirmation
If the parties disagree or a seller cannot be contacted, keep the actual contract and communications and seek the registry's evidence requirements. Never recreate a signature. If payment succeeded but no decision appears, use the application reference and receipt to enquire before paying again. A rejected or incomplete request is not the same as a completed ownership change. Read what must be corrected and any deadline given. Keep sale evidence, application evidence and completed-registration evidence separately so you can identify which stage is outstanding.
Frequently asked questions
What is the deadline to transfer car ownership in Portugal?
The official service requires registration within 60 days of the relevant event, normally the actual sale for a purchase. A promise that the other party will handle it does not remove that deadline. Keep the real transaction date and submission evidence.

Who can request the ownership registration?
The buyer, legal representative or another interested person with the relevant registration duty can request it. Agree who submits and shares the outcome. The form must still correctly identify the parties and satisfy the applicable signature and representation requirements.
What form do I use for a used-car transfer?
Use the official IRN Requerimento de Registo Automóvel, completing the vehicle, requested ownership act, buyer/seller details and relevant declarations. Follow both sides and signature instructions; a homemade receipt is not universally sufficient for registration.

How much does an ordinary transfer cost?
IRN lists €65 for ordinary subsequent registration. With the service's 15% online reduction that act is €55.25. Additional acts, reservation of title, lateness and professional charges can change the total. Do not confuse this with first registration.
Can everyone transfer a car through Automóvel Online?
No. Authentication and transaction requirements matter. Justiça restricts online submission involving supporting documents to lawyers, notaries and solicitors. A NIF or foreign identity document does not by itself guarantee access to every online route.

Can I send the registration form by post?
The official service includes a postal route alongside registry/citizen-shop channels. Follow the required form, supporting evidence and signature instructions, and keep dispatch/submission evidence. Sending an incomplete file is not proof of completed registration.
What happens if I register after 60 days?
Required registration can attract a late fee. IRN's schedule adds an amount equal to the relevant ordinary fee for the late act. Confirm your file's total with the registry; do not alter the sale date to conceal lateness.
Does the registration receipt settle IUC too?
No. Ownership registration and annual vehicle tax are separate tasks. Keep the registry outcome and check the applicable IUC obligation through the tax route. A submitted registration request also is not necessarily a final ownership decision.
