Portugal EHIC: Request or Renew Your CESD Before Travelling
Who can request a Portuguese card, what to do when travelling soon, and why the card is not travel insurance.
- CESD is the Portuguese EHIC: necessary healthcare during a temporary stay under the destination's public-system terms, not every bill paid.
- The official card is free and individual, including for children. Check the responsible insurance institution, not nationality alone.
- gov.pt indicates three-year validity, renewal in the final 30 days and five to seven working days for delivery; check your actual card and request.
- If departure is within ten days and the card has not arrived, ask about a CPS. Private care, planned treatment and repatriation are not covered.
Request Portugal's European Health Insurance Card through the official CESD service. The card is free, and each traveller needs their own. It helps with necessary healthcare during a temporary stay; it does not replace travel insurance. First confirm Portugal is responsible for your cover, then choose a new request, renewal or provisional certificate. If you are travelling soon, do not wait until departure to discover that your account or address is wrong.
Who can request an EHIC from Portugal?
The official service includes covered workers, people not currently working, pensioners and family members; beneficiaries of public or private health subsystems; and SNS users without a link to Social Security or a health subsystem. A cross-border case needs extra care: the institution responsible for your health insurance may be outside Portugal. Do not assume that getting a Portuguese NIF or moving into a Portuguese home transfers responsibility for healthcare insurance.
| Situation | Start here | Do not confuse it with |
|---|---|---|
| New card with Portuguese cover | Social Security's CESD request | Registering at a health centre |
| Existing card near expiry | Renewal/new request in its last 30 days | Automatic renewal |
| Leaving within ten days, card not received | Ask for CPS and confirm available channel | Guaranteed courier delivery |
| Already abroad, card lost or forgotten | Contact the issuing institution for CPS sent to provider | Buying a replacement online |
| Foreign insurer or pension responsible | Ask that competent institution | Portuguese residence automatically creating cover |
Before applying, use the NISS guide for a missing Social Security number and the SNS registration guide to distinguish a user number, centre enrolment and who pays for care. These are separate tasks; the CESD request is not a workaround for incomplete insurance or health records.
Documents and account checks before you apply
Each child needs a separate card. gov.pt describes online registration using the child's own NISS; a parent's valid card is not family cover for everyone travelling. Check each person's data and expiry separately. If family details differ, the official paper form's instructions may require another request rather than squeezing everyone into one incompatible record. Ask the service about representation instead of sharing one person's password to complete another person's account.
How to apply through Social Security
- Check which country is responsible for your cover
Ask your competent insurance institution if your position involves another country, a foreign pension or posted work. A Portuguese address or passport alone does not prove Portugal should issue the card. Prepare the cardholder's NISS, SNS user number and personal details; each child needs an individual card.
- Open the official service and authenticate
Use the gov.pt request service to enter Social Security's official portal. Its online route accepts active CMD, Citizen Card or NISS/password. Resolve account access before your departure date; never send those credentials to Finkavo or a paid card seller.
- Choose the CESD request
The September request instructions use Doença > Assistência médica no estrangeiro > Cartão Europeu de Seguro de Doença > continuar para ações > Consultar e pedir Cartão Europeu de Seguro de Doença. Renewal instructions use different labels; find the named CESD service rather than assuming every menu is identical.
- Check the details and submit to Social Security
Complete the official form, check the holder and delivery address, then submit there. For renewal before expiry, include the existing card number. Save the non-secret submission confirmation and distinguish a submitted request from an issued card. At a counter, use the applicable GIT 53 form and the service's document list.
- Check delivery or request a provisional certificate
gov.pt states five to seven working days for dispatch to your address; do not treat that as a guaranteed travel deadline. If departure is within ten days and the card has not arrived, ask for a CPS. Check its dates and holder when received; a three-month provisional certificate gives the same limited healthcare rights, not extra travel cover.
If the portal stops you at login, use the SSD registration and recovery guide. A second-factor contact problem is not a rejected CESD application. Counter requests are available through Social Security and Citizen Shops/Spaces that offer this service; confirm the selected location first. Finkavo does not authenticate you, submit this request or issue the card.

How do I renew CESD, and can I use an app?
The renewal service says to make a new request in the final 30 days before expiry. Include the existing number when the old card is still valid. It lists both SSD and Segurança Social + Próxima. Its SSD instructions use Doença > Obter Cartão Europeu de Seguro de Doença > Iniciar pedido, while September's first-request page uses a longer path. These are current service instructions with different labels, not a reason to create multiple simultaneous applications.
Travelling soon: how to get a provisional CPS
A Certificado Provisório de Substituição replaces the card for three months with the same rights. The first-request service allows an online or counter request when leaving within ten days without the new card, and says the online certificate is sent as a PDF to the email indicated. October's renewal panel directs this request to a Social Security desk. Check the option actually offered for your case; if unavailable online, contact the desk. We do not promise one identical channel for every first request and renewal.
If you lose or forget the card while abroad and need treatment, ask the issuing institution to send the certificate to the health provider. Notify Social Security promptly of a lost or stolen Portuguese card. Keep the provider's official contact details and your travel dates ready, but do not send a password or one-time code. A photograph of an expired card is not a newly issued CPS; confirm the certificate's name and covered dates before relying on it.
Where does it work, and what will I pay?
September's Portuguese request page includes EU countries, Iceland, Liechtenstein, Norway, Switzerland and the UK. Older general and renewal summaries omit the UK. For your destination, check the issuing institution and current country rules rather than reading an omission as a blanket exclusion. Your Europe warns that non-EU nationals face restrictions on use in Denmark, Iceland, Liechtenstein, Norway and Switzerland, with specified exceptions for qualifying EU family members and recognised refugees. Residence alone is not a universal passport around those restrictions.
Care must be medically necessary during the temporary stay, considering its expected duration. Use a provider participating in the destination's statutory system and ask before treatment whether they accept the card. Local co-payments or payment followed by reimbursement may apply. Keep itemised invoices and receipts, and ask the competent institution about reimbursement; neither possession of a card nor a Portuguese zero-fee experience proves a foreign visit will be free.
What CESD does not cover
- Private treatment outside the relevant statutory system.
- A journey whose purpose is planned treatment; that has a separate authorisation/reimbursement route.
- Rescue, repatriation and the wider risks covered by travel insurance.
- Moving abroad as though an ordinary resident health-registration requirement were a temporary holiday.
For a travel-ready checklist, record who has a valid card, who needs renewal, the CPS dates if applicable, the responsible institution and the destination's provider rules. Keep the official document somewhere accessible offline and protect its personal identifiers. This guide helps organise the decision and evidence; eligibility, issue, medical necessity and reimbursement remain decisions of the competent public institutions and clinicians.
Frequently asked questions
How do I apply for Portugal's EHIC?
Use the official CESD service and its SSD route, or a counter offering the service. Prepare personal details, NISS and SNS user number, then submit in the official portal. Confirm the competent insurer if another country is involved; a Portuguese address alone is not proof Portugal should issue it.
Does each child need a CESD?
Yes. It is individual, not one card per household. gov.pt describes an online request using the child's own NISS. Check each child’s personal record and expiry; the parent's card does not replace the child's.
Answer checked on
Is the European Health Insurance Card free?
The official Portuguese request is free. That does not mean all treatment abroad is free: the destination's public-system charges apply. Avoid paid websites that imply payment is needed to issue the official card.
When should I renew CESD?
gov.pt indicates three-year validity and renewal during the last 30 days before the expiry shown on the card. Renewal is a new request; include the existing number if applying before it expires. Check the card itself and any change in insurance responsibility.
How long does delivery take?
The current request and renewal services indicate five to seven working days to your address after submission. Treat that as official guidance, not a guaranteed departure-day delivery. Check your address and request status, and ask about CPS if leaving within ten days without the card.
Answer checked on
Can I get a CPS online?
The first-request service describes an online or counter route and email delivery of a provisional PDF; the renewal panel directs CPS requests to a desk. Use the route actually offered or contact Social Security. CPS lasts three months and has the same limited rights as the card.
Answer checked on
What if I lose the card while travelling?
Tell the issuing institution promptly. If care is needed, ask it to send a CPS to the health provider. Confirm provider contact details and the certificate's dates. Keep any local payment receipts; a provisional document does not remove the destination's charges.
Does CESD replace travel insurance?
No. It is for necessary healthcare in the destination's statutory system during a temporary stay. It does not cover private care outside that system, planned-treatment trips, rescue or repatriation. Non-EU nationals also need to check country-specific restrictions.
