Portugal Social Energy Tariff: Eligibility, Missing Discount and Proof

A low income alone is not enough if the contract, household record or supply conditions do not match.

Procedure checked against official sources on 2026-10-07. Check live availability before you act.

Key takeaways
  • Electricity and natural gas have different eligibility rules; one award does not prove the other.
  • The eligible person must hold the domestic permanent-home supply contract.
  • Recognition is normally automatic, but an eligible customer can present official proof to the supplier.
  • Electricity's 2026 reference discount is not simply 33.8% off every final bill, including all taxes and optional services.

Check the official DGEG social-tariff conditions before requesting a missing discount from your supplier. Tarifa social supports eligible domestic energy customers. Electricity and natural gas are assessed separately, and a supplier's commercial promotion is not the same thing as the regulated social benefit.

Who qualifies and who must hold the contract?

DGEG lists eligible electricity benefit routes including the solidarity supplement for older people, RSI, unemployment benefits, qualifying child benefit, social old-age pension and the specified invalidity/inclusion-complement support. It also provides an annual household-income route. Do not shorten this to every pension, every disability payment or everyone who is unemployed. Being out of work without an eligible award is not the same as receiving the relevant unemployment benefit.

Natural gas has its own list and limits. In particular, the child-benefit route is limited to the first band; electricity conditions must not be copied onto gas. Bottled gas support is another scheme, not a natural-gas tariff for a CUI. The eligible benefit recipient must also be the supply-contract holder. DGEG gives examples where a spouse receives an eligible benefit but the contract is in the other spouse's name: that mismatch does not satisfy the benefit-holder route.

For a contract in the wrong name or a recent move, use the electricity and gas contract guide. If the qualifying support is child benefit, check abono de família separately. Correcting an energy contract does not itself award a Social Security benefit or change its band.

Is the discount automatic?

DGEG's system matches the relevant customer data with the public eligibility records, and the supplier applies the discount. The FAQs describe monthly processing; the electricity ERSE guide also describes an annual September review of income eligibility with AT for the full customer population. A new contract, benefit award or correction is not a promise of immediate appearance on today's bill. Customers are notified of recognition and have 30 days to oppose it. Keep the actual notification and invoice periods if you need to query the result.

How to pursue a missing social tariff

  1. Check the actual invoice

Compare holder, NIF, permanent address, CPE/CUI and supply conditions. Distinguish a missing social-tariff line from a change in consumption or a commercial discount.

  2. Identify the qualifying route

Check the relevant electricity or gas benefit list and band. For electricity income eligibility, ask for the AT evidence, not an unrelated benefit statement.

  3. Obtain the correct official proof

DGEG identifies Social Security proof for benefit eligibility and AT proof for the electricity income route. Public-sector child-benefit recipients may need the dated employer declaration.

  4. Present it to the energy supplier

Ask the supplier to verify the conditions and missing discount. For gas, DGEG specifically requires the proof address to match the CUI consumption address.

  5. Retain the response and effective date

Keep the supplier reference and later invoices. Ask which date was recognised and why a period is missing. If unresolved, use the appropriate regulator/complaint channel with the evidence.

How much is the electricity discount in 2026?

ERSE's January 2026 guide describes a network-access discount designed to correspond to 33.8% of the regulated transitional electricity price before taxes and other charges. It works through the network component shared by regulated and free-market supply, not by taking 33.8% off every customer's final invoice. ERSE also identifies electricity-tax exemption and a conditional audiovisual-contribution reduction for the qualifying categories. Optional maintenance products, changed consumption and taxes mean a simple before/after bill percentage can mislead.

Do not apply the electricity percentage to natural gas, or copy a previous gas tariff year's rate into an October bill. Ask about the social component and tariff period actually shown on your gas invoice. Comparing two bills only makes sense after separating billing days, consumption, supply price, fixed terms, taxes and optional products. A social tariff is not an unlimited free-energy entitlement, and eligibility does not freeze every commercial price.

Tenant, public employee or recently changed income

A tenant cannot use the eligible-holder route while the supply remains solely in the landlord's name. Change the contract legitimately and check recognition on the corrected supply. For public employees whose child benefit is processed outside Social Security, DGEG specifies a dated declaration from the paying employer with band, full name, NIF and permanent address, presented to the supplier and renewed as required. A recent income change should be evidenced through the right official record; a private spreadsheet is not the AT-issued proof required for the electricity income route.

Frequently asked questions

How do I apply for tarifa social?

Recognition is normally automatic through DGEG data matching and the supplier's invoice. If it is missing despite eligibility, obtain the relevant official Social Security or AT proof and present it to the supplier. Check holder, address and supply conditions before assuming a system error.

Is electricity's social tariff available to tenants?

An eligible tenant must hold the permanent-home domestic supply contract in their own name and meet the power and benefit/income conditions. DGEG says a contract still in the landlord's name does not satisfy that route. Correct the contract through the supplier legitimately.

Does every child-benefit band qualify for natural gas?

No. DGEG limits the natural-gas child-benefit route to the first band. Electricity has different benefit rules. The relevant benefit recipient must also hold the supply contract and meet the home and consumption conditions.

How much is the electricity social discount in 2026?

ERSE describes a discount equivalent to 33.8% of regulated transitional electricity prices before taxes/charges, applied through network access. It is not simply 33.8% off every final free-market invoice. Other eligible tax or audiovisual adjustments have their own conditions.

Can I use the electricity income test for natural gas?

Do not copy it. DGEG provides different electricity and natural-gas eligibility lists. The household-income alternative belongs to the electricity rules described here; check a qualifying gas benefit and the separate contract/consumption conditions for gas.

Why did the supplier reject my proof?

Check that it comes from the competent body: Social Security for eligible benefits or AT for electricity income. Also check the holder and address. DGEG's gas FAQ specifically requires the proof address to match the consumption address associated with the CUI.

Can public employees receiving child benefit qualify?

DGEG describes a special evidence route when the employer processes child benefit outside Social Security: a dated declaration showing band, name, NIF and permanent address, delivered to the supplier with required annual validation. Gas requires the first band; electricity has its own rules.

Does a new benefit appear immediately on my energy bill?

Not necessarily. The official system uses periodic matching and the supplier applies the result. Retain the benefit award, recognition notice and invoice periods and ask about the actual effective date. Do not assume immediate application or an unlimited retrospective refund.
